Shelly Bay Road feedback now closed

Thanks to everyone who gave us feedback. The report on the Shelly Bay Road upgrade recommendations went to the Council meeting on 25 August. The minutes of that meeting are now available on the Council webpage.

In 2019 a resource consent was granted to The Wellington Company Limited which included the requirement to upgrade Shelly Bay Road.  Council has also entered into a Development Agreement with the developer under which:

  • The developer has agreed not to commence its consented road works until Council has completed the community engagement process and come to a decision about the upgrade of the road.
  • If Council decides to do road upgrade works instead of the developer’s consented road upgrade, Council must notify the developer and the delivery of the road works will need to occur within specific timeframes so that Council’s road works are not inconsistent with the requirements of the developer’s resource consent.
  • If Council decides to do a road upgrade which is not feasible within those time frames then the developer will proceed with its consented road upgrade and Council will do its road works afterwards.
  • As such, the developer’s resource consent and the Development Agreement will have implications for the relevant timeframes which will apply to some improvement options/opportunities which Council might look at.

We spoke with the community on the proposed sale and lease of the Council-owned land at Shelly Bay in July 2017.  We learned peoples’ key concerns were:

  • traffic congestion and travel times with predicted population growth in the peninsula
  • having accessible, safe transport modes to support, walkers, cyclists and vehicles
  • reducing carbon emissions
  • protecting the coastline and public access to it, including the wildlife and habitats.

In March 2022 we invited a representative group of community stakeholders (listed in the Terms of Reference) to meet with council officers and Tonkin + Taylor to review the engineering assessments, ask questions and share their views on what is important to their communities.
